Getting Started: Eligibility
Thank you for your interest in Go Pass. To determine eligibility you must be able to provide the following items:
- Provide proof of your organizations 501(c) status. We ask that you provide a recent IRS Form 990, but if you have other official documents we may accept them as well.
- Send a Certificate of Liability Insurance:
- Under the section labeled “Description of Operations/Locations/Vehicles”, please include the New York City Department of Education and the City of New York as additional insureds.
- Under the section labeled “Certificate Holder”, include Go Pass NYC Service, 253 Broadway 8th Floor, New York, NY, 10007
Once you have secured these items, please send them electronically to firstname.lastname@example.org where a representative from NYC Service will review them. It normally takes 2-3 weeks to complete the process and start screening volunteers.
All new organizations must purchase an initial block of 10 background checks in order to screen volunteers. Background checks cost $60 therefore the initial purchase for a minimum of 10 background checks is $600.
Using Go Pass System
The Go Pass System is an online, web-based tool designed and operated by NYC Department of Education to keep track of and monitor Go Pass volunteers.
It shows real time feedback on volunteer eligibility, and sends out automated notices in case a volunteer is deemed ineligible.
It is an expansion of an existing DOE system that is used to track the eligibility of teachers, staff, and contractors working in New York City's public schools.
Go Pass Representatives
Each Organization/Agency joining the GO Pass Network must provide the contact information of at least two Go Pass representatives.
These representatives will be responsible for entering volunteers into the system, confirming eligibility for service and acting on any notices of ineligibility. We recommend having at least two Go Pass representatives so that there is coverage in case of sickness or vacation.
It is critical that you continuously update the GO Pass team at NYC Service with the correct name and contact information of your organization’s GO Pass representatives, as we use this information to make your organization aware of the latest GO Pass updates, including Open Mobile Unit opportunities, as well as all GO Pass system upgrades and/or any potential system interruptions.

Because the system contains sensitive information, it requires a username and password to log in. If you have lost your password, email email@example.com and we will generate a new one for you.
Introduction and Terms
Because Go Pass System is built on an existing application, some of the terms used may be confusing at first.
In the Go Pass System, a member organization is known as a Community-Based Organization, or CBO.
Each CBO has one or more projects. Projects are active from a start date to an end date, after which they are inactive.
Each CBO also has a roster of volunteers. Volunteers may be marked active or inactive.
Each volunteer is assigned to one or more projects.
Your organization will only receive ineligibility alerts for active volunteers on active projects.
Just because a volunteer is on your roster does not mean that you will get an alert if their status changes. The volunteer must be active and assigned to an active project.
Adding A New Volunteer To Your Roster
Volunteers must be added to your roster before they can be fingerprinted. You need to collect the following information from your volunteers:
- Full legal name
- Social Security Number
- Date of birth
- Contact phone number
- Email address
Once the volunteer is on your roster, you can check their eligibility status at any time using the instructions in checking the status of active volunteers on your roster.
Requesting A Mobile Unit
Normally, volunteers must get fingerprinted for Go Pass in person at 65 Court Street in downtown Brooklyn.
For groups of 25 volunteers or more, you can request that the Department of Education send a mobile fingerprint unit and technicians to your location. The mobile unit is capable of processing at least 12 volunteers per hour.
If necessary, the mobile unit can accept money orders, corporate checks, or personal checks for payment of fingerprint processing fees.
The mobile unit operates Monday through Friday from 10:00 am to 8:00 pm. Please make your requests at least two weeks in advance. Requests for the mobile unit during normal business hours are preferred. Any volunteers who are unable to attend the mobile session are welcome to be fingerprinted at 65 Court St. at another time.
To request a mobile unit visit, please review the site requirements and policies below, and email firstname.lastname@example.org. Please let us know the proposed date(s) and times (in 2 hour blocks) of your event and the number of volunteers you expect with consideration of the 25 volunteer minimum.
In the event of inclement weather, the Department of Education will provide a cancellation notice 24 hours in advance. They will also propose an alternative available date.
In the event that your organization needs to cancel a mobile unit appointment, please provide NYC Service and the Department of Education contact with a 24 hour notice.
Site Requirements for Mobile Unit
- The mobile units require good cellphone service. Please make sure the location has a window.
- Please provide at least two tables, power outlets, and chairs for the mobile units and technicians.
- Provide a computer with internet access for volunteers who haven't filled out the Online Application.
Mobile Unit Policies
- Mobile Unit visits must be scheduled at least two weeks in advance of the event (subject to availability).
- A full list of volunteers to be screened must be submitted to the Mobile Unit Manager at least 24 hours in advance of the event.
- All volunteers to be screened should be added to your roster at least 24 hours in advance of the event.
The Go Pass program is operated as a partnership between NYC Service and the NYC Department of Education.
